London PHV licensing guidance

Original step-by-step orientation for private hire drivers — based on publicly described TfL processes, not official TfL wording.

Licence renewal

PHV driver licences are time-limited. Plan renewal before expiry so you are not caught working without a valid licence.

When to start

Mark your licence expiry date as soon as you receive your first grant. Begin renewal weeks or months ahead — medical appointments, DBS updates, and reassessments can take time.

Working with an expired licence can be a serious breach of conditions.

What renewal usually involves

Renewal is not always a simple online tick-box. Depending on how long you have held the licence and your record, TfL may require:

  • Updated application information and declarations
  • A fresh medical examination
  • A new DBS check
  • Re-sitting the topographical or SERU assessment if TfL's rules require it for your renewal cohort
  • Evidence that continuing requirements (such as English language proof) remain valid

TfL publishes which assessments apply to which renewal groups — do not rely on social media rumours.

Material changes during your licence

Throughout your licence period you must report changes that could affect fitness or eligibility — for example certain convictions, medical conditions affecting driving, or material changes to your personal details. Failing to report can complicate renewal or trigger enforcement.

Examples often treated as material include serious motoring offences, certain criminal outcomes, and health changes that affect your ability to drive safely. When unsure, declare and seek official guidance rather than guessing.

Planning for reassessment

Fees

Official renewal fees are set by TfL and are separate from any third-party practice tools you buy. Budget for medical costs, DBS fees, and assessment fees as well as the licence fee itself.

If renewal is refused

You may have a right to appeal or to reapply depending on the reason. Read TfL's decision letter carefully and seek independent advice if needed. Exambasics cannot intervene in TfL decisions.
