London PHV licensing guidance

English language requirement (ELR)

Many London PHV applicants must show they can communicate in English at the standard TfL describes. Rules and accepted evidence change — verify current criteria on TfL before you book any test.

Why English matters for PHV drivers

Drivers must understand safety instructions, communicate with passengers, read road signs, and handle disputes calmly. TfL sets an English language requirement so licensees can operate safely and fairly in London.

Who might need to prove English

Not every applicant follows the same route. You may need to demonstrate English if, for example:

  • You are not from a majority English-speaking country TfL lists as exempt, or
  • You cannot show another qualification TfL already accepts as proof.

Check your own situation in the official guidance — assumptions based on friends' experiences are unreliable.

Common ways to meet the requirement

1. Accepted academic qualification
Some UK school or college qualifications in English satisfy the requirement if they meet TfL's published criteria (subject, level, and date rules apply).

2. Secure English language test (SELT)
Applicants who cannot rely on exempt qualifications often sit an approved test at an approved centre. Book only tests on TfL's current accepted list — other English certificates may not count.

3. Exemptions
TfL publishes categories of applicants who do not need further proof. Read the exemption list carefully; nationality alone does not always mean you are exempt.

Preparing for a SELT

  • Practise speaking clearly about everyday topics — tests often include conversation and listening.
  • Build vocabulary for driving, directions, and customer service scenarios.
  • Arrive early with the ID documents the test centre specifies.
  • Record your certificate reference safely — you may need it again at renewal.

Combining ELR with SERU study

SERU assesses regulatory understanding in English. Strong everyday English helps, but SERU topics (equality, licensing duties, safety reporting) use specific vocabulary. Use structured SERU practice alongside any SELT preparation — they complement each other but are not interchangeable.

If you fail or your certificate expires

You can usually retake an approved test, but you must pay again and wait for available slots. Keep certificates valid — letting them expire before you complete licensing can delay your application.
