London PHV licensing guidance

Original step-by-step orientation for private hire drivers — based on publicly described TfL processes, not official TfL wording.

Document checklist

Use this checklist to organise paperwork before you start. TfL may request additional items depending on your circumstances.

Identity and right to work

  • Valid passport or UK photocard driving licence (as identity evidence where accepted)
  • Proof of right to work in the UK if you are not a British or Irish citizen with unrestricted status
  • National Insurance number
  • Recent proof of address (utility bill, bank statement, or council tax — usually within the last three months)

Keep originals safe and upload clear colour scans or photos where the portal asks for uploads.

Driving licence

  • Full UK driving licence (both parts if you still have a paper counterpart requirement in your case)
  • Details of any motoring convictions or pending offences you must declare
  • If you previously held licences abroad, be ready to explain your driving history honestly

Medical

  • Completed medical form from an approved doctor after your examination
  • List of regular medication and relevant health conditions (declared on the medical form)

TfL decides fitness to drive — do not assume a GP letter alone replaces the required TfL medical process.

Criminal record (DBS)

  • Follow TfL's DBS instructions exactly — usually initiated from within your application
  • Declare cautions, convictions, and pending matters as the form requires

Photograph and signature

  • Passport-style photograph meeting TfL specifications
  • Digital signature where the portal requires it

English language (if applicable)

  • See our ELR guidance page if you must prove English competence
  • Keep certificates within validity dates TfL recognises

Practical tips

  • Scan documents at high resolution — blurry uploads are a common cause of delay.
  • Use the same name spelling on every document.
  • Keep a folder (digital or paper) of everything you submitted.
  • If TfL asks for more evidence, respond quickly with a short covering note explaining each attachment.

After submission

While waiting, you can prepare for assessments using independent practice (see our topographical and SERU modules). Do not assume approval until TfL confirms it in writing.

Operator relationship (after licensing)

Private hire drivers work under licensed operators. You do not need operator paperwork to *apply* for a driver licence, but before you can take paid bookings you will need an operator willing to add you to their licence.
